be taken within 2 months before the application procedure and
cover upper body with uncovered head, indicating the name and

present the following documents:
- Passport or certificate of eligibility
(if the applicant alien is unable to present passport or certificate
of eligibility, the foreign national must submit a copy of
document that describes the reason for not presenting it.)
- Alien registration card; or
- Refugee Recognition Certificate.
