Application for reissuance of a special permanent resident certificate due to it being defaced or soiled

This is an application to be filed when a special permanent resident certificate has been noticeably damaged or soiled, or the record in the IC chips on a special permanent resident certificate has been destroyed. As no application period is specified, whenever such circumstances occur, the relevant person may file an application for reissuance of a special permanent resident certificate at a municipality where his/her domicile is located, through procedures specified by the Ordinance of the Ministry of Justice.

However, in the case where a person has received an order to file an application for reissuance of a special permanent resident certificate from the Minister of Justice because his/her special permanent resident certificate has been noticeably damaged or soiled, or the record in the IC chips on the special permanent resident certificate has been destroyed, he/she must file an application for reissuance of a special permanent resident certificate at a municipality where his/her domicile is located, through procedures specified by the Ordinance of the Ministry of Justice, within 14 days from the day on which he/she received the said order.
